add nix flake devshell and build

Sets up a reproducible dev environment (go, tectonic, ghostscript,
imagemagick) and a buildGoModule package output, so the fork can be
built and tested without a system-wide Go toolchain, ahead of adding
LaTeX/image/bibliography support.
